NH WINDHAM — Windham zoning board reaffirms denial of 350-unit housing project after state appeal board remand. In reconsidering all five approval criteria following a June 25 Housing Appeals Board reversal and remand, Chairman Mike Scholz led the board to find the proposed development at 82 Range Rd and 102 Indian Rock Rd would harm neighborhood character and does not meet the substantial justice standard, even with 10 percent workforce housing. The board also unanimously approved variances for a garage and pavilion at 30 Telo Rd (Nick Couture representing owner Jason Noel) and a residential deck at 12 Gardner Rd (applicant Evan Marek); denied a rehearing request at 63 Mammoth Rd; and accepted withdrawals at 60 Range Rd and 165 Kendall Pond Rd.
