Planning Board explores impact fee structure expansion

NH WINDHAM — Planning Board held educational workshop on impact fees with Southern NH Planning Commission director. Nate Miller explained calculation methods and departmental eligibility; Windham currently has impact fees only for school and public safety with a $100,000 capital project threshold, and a full assessment would cost $4,000 to $6,000. Facilities Director Dennis Senibaldi noted roughly 90 percent of road work is routine replacement not subject to impact fees.
Fire Chief Tom McPherson identified a fire substation as a long-standing infrastructure need and Select Board member Michelle Stith noted demand for recreational space. Board plans another workshop on impact fees in mid-August.
