Planning Board denies dog training home occupation permit
Planning Board · Meeting of July 1, 2026
NH WINDHAM — Windham Planning Board denies application for dog training home occupation permit on Mammoth Road. Applicant Steven Roberts sought a Conditional Use Permit to conduct private dog training lessons at 59 Mammoth Road, limited to four dogs at a time, but a motion to deny passed 3-2 on grounds the use would change neighborhood character. A prior motion to approve the application with conditions, including 40-foot setbacks, 9 a.m. to 5 p.m. work hours, and prohibition on gunshot noise, had failed 2-3.
Neighbors including Rodney Layman of 57 Mammoth Road opposed, citing noise, barking, and reported property-value reductions, while Alan Crawford of 8 London Bridge Road testified he had trained his own dog there without safety concerns.
